Follow up Note:  My primary emphasis now for schools is Solar Scopes:  much easier to manage.  "Checkouts" are not required, greatly simplifying things.

I know Curie's "Night Scope" Program worked pretty well - my son was there, so I got to see it in action.  They had a very active Science Committee and were committed to keeping things going.
